You can buy a house for well below market value, and the cost of any of the repair or remodeling will still be below what the house would have sold for last year. You would be able to renovate the house, make some nice additions and still come out ahead.

If they can get a nice home that is comparable to some of the more expansive homes around them but for half the cost, then who wouldn't stop and put in an offer?
